Chloe Gibbs, Assistant Professor of Economics, presents on her project, "Breaking the Cycle? The Intergenerational Effects of Head Start," to an interdisciplinary group of scholars, artists, and scientists comprised of fellows, guest faculty and students. Chloe Gibbs joined Notre Dame's economics department in 2015, where she is also a faculty affiliate of the Wilson Sheehan Lab for Economic Opportunities. She previously held an assistant professorship at the University of Virginia's Batten School of Leadership and Public Policy with a joint appointment in the Curry School of Education and a research affiliation with UVA's Center on Education Policy and Workforce Competitiveness.

Professor Gibbs is interested in measuring the effects, both intended and unintended, of policies and programs targeted at disadvantaged children and families. Her recent research includes analyzing the impact of full-day kindergarten on cognitive and non-cognitive outcomes using experimental and quasi-experimental methods, investigating the intergenerational transmission of Head Start effects, and exploring whether fade out of early childhood effects varies with preschool and early school experiences. She also has work-in-progress looking at the effects of local college scholarship programs on non-academic outcomes, including teens' risky behaviors, and a new study measuring the impact of kindergarten policy changes on enrollment patterns and maternal employment.
 

Professor Gibbs earned her Ph.D. at the University of Chicago's Harris School. Her dissertation has been recognized with awards from the Association for Public Policy Analysis and Management and the Association for Education Finance and Policy, and her research has been cited by Education Week, TIME, and the President's Council of Economic Advisors.
